In 2003 the preconditions for Norway’s cooperation with India was radically changed, when the development cooperation with smaller donors in India, including Norway, came to an end.
Since then, the Royal Norwegian Embassy has for the most part completed the phasing out of Norway's former development cooperation programme and worked to promote and support the redefined Norwegian policy towards India.
Norway’s strategy for the cooperation with India is out-lined in the document “Plan of Action for India” of June 2005. The Plan confirms that Norway is to considerably strengthen the bilateral cooperation with India. The Plan also sets goals and indicates measures for a strengthened cooperation based on common interests.
The Action Plan for India prepares for a gradual increased activity and is to be guiding the cooperation with India up to 2010. Norway is to support India in her ambitions regarding economic development and social equity, as well as promoting Norwegian interests.
Since the Plan of Action was approved the two countries’ Prime Ministers, decided to enter into a Norway-India cooperation to reduce child mortality in support of the Millennium Development Goals number 4 and 5 (MDG4&5). This is implemented through the Project Norway-India Partnership Initiative, (NIPI). NIPI is part of the Norwegian Prime Minister Prime Minister Stoltenberg’s global initiative for MDG4&5. The Programme is now an integrated part of Norway’s cooperation with India.
