Introduction and background
India has been identified as one of the countries that will have greater challenges from global warming (IPCC 4th Assessment report). The country is vulnerable to changes in climate change which will have a greater impact on food security not only to India but globally affecting poor and vulnerable people. There is a need to start planning on adaptation measures to meet the challenges of climate change impact on agriculture, water and related fields.
The Norwegian Embassy in New Delhi has been mandated by the Norwegian Government to promote cooperation with India on environment, energy and climate change at the government level, between institutions and business-to-business. The overall goal of these efforts can be said to be dual: to have real impact in supporting low carbon solutions for economic development in India/assist India meeting the challenge of climate change, and at the same time contribute to reaching Norwegian national targets. There is also emphasis on support to climate change impact assessment and adaptation strategies and measures for sustainable development. The Norwegian Embassy in New Delhi is looking for an Institutional co-operation Programme between Norwegian and Indian Institutions for collaboration on a larger Programme for developing suitable adaptation measures to reduce vulnerability to climate change and ensure sustainable development.
The Programme focus
In view of the above, the Embassy is exploring the possibility to pursuing with Norwegian Institutes which may have the capacity to muster collaboration with Indian Institutions to develop a larger Framework Programme to address the immediate and long term needs in India to meet the challenges emerging from climate change on Agriculture, Environment and Water sectors or related fields.
As a first step the Royal Norwegian Embassy in New Delhi seeks a concept note from potential Norwegian/Indian Institutions to develop a Framework Programme Proposal on climate change impact Adaptation.
The Objective of the assignment
To develop a proposal for a Framework Programme on Climate Change Impact Adaptation.
Scope of work
- The Institution or group of Institutions could be involved in developing the Framework Programme proposal.
- Identify suitable areas/sectors for the Framework Programme.
- Identify suitable project partners in India and Norway.
- Workshops/ seminars to discuss the issues and methodologies that will be incorporated in the Framework Proposals and also the partners responsibilities.
- Any other activities to accomplish the task of developing a framework proposal.
The concept note shall address how (methodology) the proposing institutions will develop the Framework proposal based on the above scope of work.
A budget required for covering the costs for developing the proposal.
Interested institutions may forward a concept note together with a budget for developing a Framework Programme Proposal as soon as possible and not later than 30 November 2009 to the Royal Norwegian Embassy, New Delhi ( embnewdelhi@mfa.no)
